The role is accountable for developing and executing Health Economics and Outcomes Research (HEOR) and Health Technology Assessment (HTA) plans to support patient access, reimbursement, and value demonstration for products across the lifecycle. It ensures payer-relevant evidence is generated, adapted, and submitted in line with national and regional HTA requirements. The role leads or contributes to the development of local dossiers, economic models, and submissions working closely with cross functional teams. It engages with external stakeholders, including HTA bodies and health authorities, to support positive access outcomes. The role operates with high standards of operational excellence, compliance and timely delivery.

About the Role

Major Accountabilities:

HEOR/HTA Input & Planning

  • Develop the country HEOR/HTA approach aligned with brand and access plans
  • Identify evidence gaps early and propose mitigation actions across the product lifecycle
  • Provide payer-focused input into integrated evidence planning and clinical development
  • Advise on integration of HEOR evidence into brand and launch planning
  • Monitor changes in HTA requirements and assessment trends

 

 Evidence Generation & Value Demonstration

  • Define and generate HEOR outcomes relevant for payer and HTA decision making
  • Develop or oversee economic evidence including cost‑effectiveness and budget impact
  • Support generation of real‑world evidence (RWE) (Real‑World Evidence) where required
  • Incorporate external data and new evidence to strengthen value narratives
  • Translate evidence into clear value messages for Access use

 

Development of Local Dossier & Submissions

  • Lead or contribute to development of value dossiers for payer and HTA submissions
  • Manage development of economic models and analytical tools for access discussions
  • Ensure submission materials meet quality, timing, and compliance standards
  • Coordinate responses to HTA questions, consultations, and requests
  • Conduct sensitivity and scenario analyses to support decision making

 

Cross‑functional Collaboration & Operational Excellence

  • Work closely with TA Access, Medical, Pricing, Finance, and International HEOR
  • Coordinate internal contributors and external suppliers for HEOR deliverables (where relevant)
  • Ensure on‑time, on‑budget delivery of HEOR and HTA activities
  • Communicate plans, risks, and progress to internal stakeholders
  • Execute all activities in line with ethical, legal, and compliance requirements

 

Key Performance Indicators:

 

Quality and timeliness of HTA submissions: Deliver high‑quality HTA dossiers and responses on time and in line with required standards.

Achievement of patient access and reimbursement outcomes: Secure favourable reimbursement, listing, and positioning decisions for products.

Quality of HEOR evidence and economic models: Produce robust, relevant, and decision‑ready HEOR evidence and economic analyses for payers and HTA bodies.

Effectiveness of cross‑functional collaboration: Enable aligned and effective collaboration across functions to deliver access‑related outcomes.

Operational excellence and compliance: Execute HEOR and HTA activities within agreed timelines, budgets, and compliance requirements.

 

 

Background:


Education:

·       University degree in life sciences, health sciences, or business

·       Advanced training in health economics or related field preferred

 

Languages:

·       English (fluent)

·       Local market language (desire)

 

Experience/Professional Requirement:

Functional Experience

  • 5 years’ experience in HEOR, HTA, market access, or related domain
  • Experience supporting HTA submissions and payer evaluations
  • Exposure to national healthcare systems and reimbursement processes
  • Experience across product lifecycle, including launch preparation

Functional Capabilities

  • Development or oversight of economic models and value dossiers
  • Evidence generation, data interpretation, and analytical problem solving
  • Project management with multiple stakeholders and suppliers
  • Clear written and verbal communication of scientific and economic topics

Leadership Skills

  • Ability to lead cross‑functional teams without direct authority
  • Strategic thinking with strong customer and payer focus
  • Influencing skills in matrix and cross‑cultural environments
  • High standards of accountability, integrity, and collaboration
