As the REFS representative at the cluster/country level, acts As the touchpoint for customers cross-site and within the cluster/country and across all REFS domains, to gather and maintain a deep understanding of cluster/country business needs and challenging these needs to shape cluster/country level customer requirements ensuring all service activities deliver greatest value and quality. A centralized internal SME that provides governance, coordination, and performance oversight across a portfolio of property, construction, and capital projects.
The role ensures DCM (Design & Construction Management) goals align with the Novartis REFS (Real Estate Facility Services) strategy, standardizes processes, and drives programme-level delivery.
The role drives and supports the execution of Real Estate CAPEX projects throughout the project life cycle and is responsible for overseeing key project milestones to ensure timely delivery and achievement of desired outcomes, while remaining within scope and budget.
The role enables improved project management control and delivers cost savings for Novartis.
About the Role
Major Accountabilities
- Manage the REFS project portfolio, including prioritization and alignment with business and REFS strategy. Lead and drive regional CAPEX projects across APCJ region, with key focus on strategic projects delivery which to meet with corporate strategy.
- Good knowledge of all statutory requirements relates to buildings, land use, permitting and life safety codes across APCJ region. Responsible for cost-effective provisions and development of CapEx project management in support of the Novartis mission and strategy.
- Follow Novartis project management process and standards (including but not limited to global design guidance, project management process, security, HSE, procurement requirement), stage gates, toolkits, and reporting cadence for real estate project portfolio.
- Support on preparation of project investment documentation, business models and project financing strategies and develop capital appropriation requests (CAR).
- Prepare detailed schedules, perform value improvement reviews, and supervise the implementation in cooperation with internal and external teams.
- Planning and organization of project resourcing with procurement including user requirements preparation, expediting, inspection, logistic coordination, contracting etc.
- Prepare plans and implementation of project controls. Ensure all functions remain on schedule and issues get resolved or escalated.
- Coordinate cross‑functional stakeholders (Workplace, FM, DCM, Finance, Procurement, IT, HSE), manage key milestones, dependencies, and resource conflicts
- Assess and closely manage project risks (safety, quality, functional, project execution) and implement risk mitigation strategies.
- Lead, coach, manage NOCC engineering team or local 3rd party project managers for individual projects regarding planning, scheduling, project controlling, and reporting status in regular basis.
- Build dashboards (Power BI, Smartsheet) and track KPIs (cost, schedule, risk, procurement).
- Drive lessons learned and best‑practice sharing and keep optimizing processes based on strategic objectives and benefits tracking.
Minimum Requirements
- At least 8 years of Major Project Management experience with demonstrated ability to deliver safe, effective, and fully compliant projects.
- Proven ability to implement complex projects and collaborate within and across cross functional teams and business units, in a matrixed environment.
- Broad project controlling and portfolio project management and finance controlling knowledge.
- Excellent knowledge of key non-technical business processes including Strategy, Procurement, HSE and Finance.
