The HSM will interact with multiple stakeholders in the service delivery network comprising of facilities and providers, both public and private, allowing access to innovative health goods and services. The role will need to identify and customize the solutions that address unmet needs of patients in navigating the health delivery system. Moreover, the HSM will be responsible for managing the external vendors during solution deployment and support implementation.
About the Role
Your responsibilities include, but not limited to:
- CREATING HEALTH SYSTEMS SOLUTIONS
- Develop and implement patient access initiatives with select Health Care Provider Networks (HCPN) and their designated end-referral hospital or facility and partner private health care providers.
- Recommends prioritization of key LGU partners, designated end-referral hospital, and partner private providers aligned with Novartis PH priority TAs, within identified HCPN, and with reference to the UHC Implementation Sites (UIS) identified by the Department of Health (DOH).
- Cross-functional co-ordination to ensure Novartis PH capability is in line with long-term portfolio strategy and Access plan.
- Provide technical recommendations in setting up patient referral system, procurement and supply chain management based on the needs of the identified HCPNs to facilitate implementation of patient access initiatives.
- Directly responsible for engagement of HCPNs and its partner providers on funding and procurement of products · Implementation of the Digital Referral Tools in HCPN
- DRIVING UHC GOALS
- Based on approved models and the HCPN as one of the major provisions of the UHC Law, implement service delivery network development for priority disease areas in selected UIS.
- Build and manage a network of stakeholders in the identified priority UIS.
- Work with Regional and HCPN stakeholders on health systems that would support opportunities for access to innovative medicines through LGU Partnerships
- Understand and respond to the concerns of the key stakeholders –regional and local policymakers, program managers, and healthcare institution stakeholders.
- ACCESS PATHWAY CREATION
- Creating pathways to unlock social funding sources: MAIFIP, PSCO, DSWD, OP, OVP and funding agencies as connected to Malasakit Centers
- Identify evidence gaps in private and public sector to be able to find the most appropriate solution to support acceleration of patient journey within the HCPN in selected UIS.
- Conduct stakeholder profiling and customize the solution in line with Novartis access strategy
- Provide technical recommendations in setting up patient refer-ral system, procurement and supply chain management based on the needs of the identified HCPN to facilitate imple-mentation of patient access initiatives. ·
- Develop KPIs related to access roadmap
- Ensure awareness and understanding of the Novartis Code of Conduct and other integrity and compliance guidelines and policies (BPO, Anti bribery, Conflicts of Interest, DBE etc.)
- Adhere to the highest ethical standards in the industry and abide by the Novartis Code of Conduct and other integrity and compliance guidelines and policies. (BPO, Anti bribery, Conflicts of Interest, DBE etc.)
Minimum requirements
- An advanced university degree in health, economics, management, social science, or a related area · Desirable: Master’s degree in health policy, public health, health financing, MBA or similar areas of work
- A minimum of 7-10 years of professional experience in the field of health systems and policies, including health budget analysis, provider payment mechanisms, health facilities costing studies and health accounts, government procurement and supply chain management, among others.
- At least 5 years of professional experience in health financing research-related research and HCPN modeling.
- Previous customer marketing, sales, medical, and market access experience in pharmaceutical/ private healthcare industry is an advantage
- Health sector policymaking at different levels; familiar with the Universal Health Care/Coverage framework and on how to analyze health systems.
- A proven ability to lead or take a significant role in health systems research including comparative research in one or more core health systems area
- Stakeholder management including shaping and provision of evidence to policy makers as demonstrated
